I know this isn’t new news, at least for the Brooklyn neighborhood. Most of the listed intersections have had those crosswalk closed signs for years

Prioritize bus routes that turn north on 9th and redirect northbound cars to Milwaukie, 10th, 8th
Cars that need to turn where it’s now blocked only go east or west 1 block

It’s difficult to show this from the street level because of how large Powell is and the lack of physical infrastructure on the access roads on SE 9th

Instead of doing anything to make Powell less of a death trap, they become compliant by saying there's no crosswalk here to begin with, then shunt you to this horrible overpass
