If you can starve people and get richer doing it, you don’t fix that with incentives.

You end it with power.

If you have money, you get options: bail, private lawyers, appeals.
If you don’t, you get jail time before trial, overworked defenders, and a prosecutor who’s already betting you’ll plead out.

They say “innocent until proven guilty.”
But for most people, it’s “guilty until you can afford otherwise"
