the usual troubleshooting steps are:
* turn off cable/fiber modem
* turn off wifi router (if it's a separate device).
* turn on cable/fiber modem; wait 3-5 minutes.
* turn on wifi router

turn offending device on/off. clear cache on offending device. force close+clear cache on offending app. ...
