That's a common Elon Musk tactic. Go overboard to cut scope designs and staff, the when you figure out you went too far, add back jusr enough equipment, scope and staff to make things work. Note how staff and equipment are treated the same.

Sorry, George, but I don't think there are any winners. Not federal workers, not veterans, not rural hospitals, not the "environment", not refugees from Haiti or Afghanistan, not science researchers at major universities, not future cancer patients, not African aids victims, etc.
