This ensures the videos are saved within the powerpoint file as opposed to reading the file location which is where the video issues usually originate. I've even transferred the slides from backed up versions to new presentations on completely different systems with no issues

If you have them downloaded on your computer and are just inserting them, all you have to do is go to file>info>optimize compatibility. I've used it for years and old presentations play just fine on newer computers with the exception of some very low resolution videos that compress weird

In terms of overall numbers there was probably more incompetent emperors than not, but those guys tend to not be able to hold onto power for long. The 'good' ones may last 20-40 years which naturally means it would take fewer emperors to make up a good chunk of those 450 years.
