We have a nice (and very old) train choice model in GB but I'm not aware of strategic models here that do train choice properly

Or you'd get people who misreport their incomes, or have transient incomes. Economists tend to dislike social welfare measures that don't respect the Pareto criterion and it turns out that that's quite a lot of them (though the cause of that in turn is Individualism of the welfare function)

I thought the main issue as security... As a location, I'm sure Ashford as a location would be fine, Southeastern run plenty of empty trains between Ashford and London after/before the peaks so clearly not cost prohibitive
