The Toronto Parking Authority was created in the 1950's as part of the "future is the automobile" of the time. The parking rates tended to be lower than the private lots at the time. Time to dissolve it, since the automobile is no longer "king" of the road. (Except for Doug Ford & Stephen Holyday)

The 504 King & 505 Dundas streetcars carry more than 100,000 people per day. It should not take them upwards of 3 minutes to leave the loop.
