"Border concerns" is definitely an odd thing for someone in Vermont to base their voting choices on, I very much doubt that radical French-Canadian drug cartels are targeting US dairy farms.

I've been asked more than once how Denmark can be prosperous without major natural resources whose extraction can employ a lot of people, and I keep coming back to it being a benefit that we didn't have a major coal sector that became suddenly irrelevant and left people impoverished and angry.

Of course your model would still have been politically quite helpful since the government wouldn't be the one shouldering the blame for the closures as it would be the miners themselves looking at the numbers and deciding what to do about them.

I suspect the mines would still have had serious issues with staying operational, as I understand it the easy to reach deposits were getting mostly exhausted by the 50s, and it didn't help profitability that coal power and coal fired trains and ships were being gradually phased out by then as well.
