Every year. But again, it's just done differently. Things are not just grinding to a halt because the Riksdag can't decide something.

As for Feudalism: my point is that it sure seems like Trump disliking something makes that thing lose money but the power of the presidency is another can of worms.

That is basically the same thing tho; you shouldn't be able to withhold funds on a dime. That's the whole IDEA with the departments operating on their own, otherwise we're just back in Feudalism where the king directs everything personally. (Yes exaggerating but not much).

Here the departments are semi-independent; they get a "letter" with directions once a year and then it is up to say the Department of Agriculture to follow those directives and they can't be controlled directly or shut down.
