That's because what Musk is doing is not Project 2025, it's a completely different kind of evil. Project 2025 is 'Ayatollah Trump leading the Christian Republic of Jesusland'. Musk is 'Cyberpunk by means of Planet Spaceball.'
Despite campaign centrality of Project 2025 & unilateral action, there doesn't seem to have been much opposition planning, such as who would file what suit on what grounds. A lot of the pre-admin coverage/attacks on DOGE were dismissing it or focusing on narrow Musk interests.
