While there is no clarity as to how the 40% transshipment tariff is going to be used, it doesn't mean that CBP won't start applying it to some shipments to "encourage" compliance.

There has been a long time norm amongst democracies that force is always the option of last resort. Countries will have to decide whether to uphold this norm, adding to other questions over the international order. The world is becoming weirder by the day.
