Recent RAND research finds that high fees, such as overdraft charges, create a barrier to traditional banking services.

We differentiate individuals that do not have a bank account and would one (the “unbanked”) from individuals that do not have a bank account and are not interested in one (the “out of banking population”). It matters for policy!
