"Privilege" is a silly reductive framework centered on pointless, petty analyses of "who has it the worst". We can argue about whether "being-closeted-privilege" or "being-out-privilege" is more meaningful, or we can recognize that these are distinct, that out people were once closeted, and move on.

But the purpose of the policy is essentially based on a model of zero sum economic nationalism. If another country does "too much" climate investment it lowers the price of the new sectors your directing capital to, so you try to stop that

The purpose of this policy is to derisk and coordinate private capital into sectors which are 1) of structural economic importance, 2) can't help drive further economic growth. This can mean support to new climate infrastructure a la bidens inflation reduction act
