When the label is internal (“I lack motivation”), the solution feels personal.

When the label is structural (“the system has too many unconstrained options”), the solution becomes designable.

Reframing the label changes the solution ie understand constraints + narrow down option space.

If you think the problem is motivation → you push discipline, stress → you push relaxation, noncompliance → you push nudges.

But if the real issue is unclear decision structure, reduced physiological capacity or too many options, then your intervention fails by design no matter the execution.
