if we assume that the law is changed so that voting rights are restricted to just citizens of estonia in municipal elections, then using riigikogu polling in tallinn could give an overview of what to expect this year

probably to cut down on the fact that the current parliament elected 18 parties and 1 independent, and 8 of those parties only had one member, so 9/52 seats were occupied by 9 different forces, quite the fragmentation
