Not all pedos have acted on it to a criminal extent (studies show most haven’t), just enough that it’s really creepy and uncomfortable behavior. It’s my impression that’s what KL and everyone is insinuating. More “stop forming inappropriate relationships with kids” and less “he should be prosecuted”
