I think some of it may come from pressure on the RFU from the championship clubs. Some would be a little annoying seeing Welsh clubs walking into the prem while they have been repeatedly denied.

Most likely money. And not seeing the Welsh clubs bringing enough of it. And the thought of having to deal with the WRU probably doesn't help
