Oh boy oh boy Warlord Political Economy!
A key figure in the emergence of World Warlordism was that of the “Neo-Aristocrat”, a member of a security or intelligence service, a local administrator, a prominent law enforcement officer, a member of the petty or haute bourgeois, or even criminals that used some kind of private armed force to establish a localized, territorial powerbase (or a network of these) which was used to extract concessions from the central government and currency from the local resources and population. The earliest examples of this on a grand scale appeared in Russia, the two most famous being Yevgeny Prigozhin and Ramzan Kadyrov. Other examples include Hemedti in Sudan, Khalifa Haftar in Libya, the Heads of the Settler Cliques in the early aftermath of the West Asian War, the Landlords Associations that emerged in post-2044 Downturn Europe, and the Cartel-Police Cliques in Northern Mexico and the Southern United States. An illustrative example of how this process worked in the day to day is a turn of phrase that developed in the Old United States during the First Reunification, as the peoples of the sundered nation began to come to terms with the last few decades of strife: the Rule of Sheriffs. In the Old United States, the County Sheriff's Department was an omnipresent institution in rural life, and increasingly in urban life. Fed on a diet of “counter-terror” funding and surplus military gear, over the course of the 21st century they rapidly ballooned into massive paramilitary forces directly controlled by their Sheriffs. Some even grew to the point of splintering into Cliques, the most well-known being the formation of “Deputy Gangs” in the Los Angeles Sheriff’s Department, a phenomena that rapidly spread to large Sheriffs Departments across the country. The sheriffs were typically also notably unaccountable; as elected officials, they had an independent mandate separate from local “civilian” lead Additionally, said elections were effectively controlled by backers within the local petty and extractive bourgeois. Sheriffs were most often chosen by franchisees, used car dealers, and mining and logging magnates. By the time of the Staffers Putsch in November 2044, many had responded to the dissent and chaos that resulted from the West Asian War and the Straits War by increasingly taking control of local government along with police departments, private security corporations, and in some cases criminal networks. The American Warlord Period was already well underway by the time the Joint Chiefs of Staff started a Second Civil War in November 2044. It just gave them the opportunity to cohere into state-wide Cliques along with (and just as often opposed to) dissident National Guardsman.
