I worked in run-of-river hydro assessment and monitoring for a decade in BC. Project licenses were issued for 40 years. When I asked why, I was told it was because of expected glacial runoff limitations.

How do you prioritize entertaining ‘what if’ when there are competing agency priorities? It’s expensive. It takes time & money to work with the people at risk to plan what will work for them. It may require expensive things like structural upgrades or specialized interface firefighters. Its time.

Birkenhead Chinook are one of the largest of the Fraser stocks. They migrate farthest north and are bycatch by habitat-destroying trawlers operated by huge corporations. Last year their bycatch included Chinook & 10 Orcas. DFO must work with the US to manage this!
