ICE is only 23 years old; I was 14 at the time of its creation, as was Renee Nicole Good. Yes, there were precursors (DHS is more of an amalgamation than a wholly new creation) but in that the answer is clear: dismantle DHS, disband the goon armies, start over and different if you absolutely must.
