The book, Demon Haunted Land by Monica Black, mainly focuses on the rise of spirt healers after the war, but touches on this. Basically they knew they were being punished for the atrocities but not really taking blame. Mostly thought they were being punished for losing the war in general.

Ring around the collar is not as much of an issue in my adult life as childhood commercials lead me to believe
