He doesn’t just negotiate with owners. Generally, most teams would have the GM or President of Baseball operations negotiate. In the Mets case, that would be Stearns.

This is the problem with a monopoly and guaranteed profit rates. Con-Ed has NO reason to control their costs to help lower prices. They can be as inefficient as possible and still survive.
