Russia has increased it military manufacturing capabilities 10 fold: modernized it hyper-sonic missiles all thanks to the US/NATO proxy war which was supposed to "weaken it." Putin spent years kissing Western leaders rear ends hoping join the West, not it is clear Russia has to fight or die.

Putin bent over backward after the fall of the USSR to become part of the West (even asked to join NATO) but was rejected. The Cold War was a Trillion dollar industry and with the fall of the USSR Many did not want that gravel train to go away. Isn't about ideology, it's about money as usual.
