It's a hard sell for me that Kefka's and the empire are a better villain than Shinra, Hojo, and Jenova. In truth, though, I like Lavos more than any of them, but Kefka ranks really low in terms of characterization, aesthetic, motivations, and interactions with the party. Dude's just an evil clown.
