I can see benefits in a physical card for those who don’t have a passport or driving licence. But I don’t see the work benefit - those who are not entitled to work will continue to be offered work where employers pay in cash, offer no security and simply don’t care about rules.

I'm confused. Unoccupied to me means no-one lives there. Currently Palastinians live there. My limited understanding I that Israelis-Palastinians have been in conflict ever since post ww2.
