They're so repressed

Why is Trump covering solely by executive order? He has majorities in both houses of Congress, why not push some of this legislation through there and try to legitimate it? Is it because he doesn't have the votes and knows it, or is he trying to bolster the idea that he has absolute authority?

Just so I'm clear, Chuck's strategy is to give Republicans and Trump everything they want today and then cross our fingers and hope that in six months Republicans have a change of heart and decide to start standing up to Trump?
