Yep, I think this is a case that would go to a jury if brought as a civil lawsuit. The problem is that suing federal law enforcement officers for civil rights violations is VERY hard, given the lack of a general federal cause of action (as @athul.acharya.cc knows, just explaining for others).
Just in case anyone’s misunderstanding, if it’s “not entirely clear” whether the use of force was justified, that doesn’t mean the officer wins. In fact, it means he LOSES at summary judgment, and the question has to go to a jury.
The problem is, there are two key questions here:

1. Was the use of force legally justified?
2. Was Ms. Good a "domestic terrorist" who tried to run him down, as the VP and the entire Trump admin is claiming?

The answer to 1 isn't entirely clear. The answer to 2 is pretty decisively no.
