Everyone has access from the start, but the expression comes from not only how much one is willing to use but also what they use it on since it has multiple functions. I think this way of handling meter is catching on considering Rev from the new Fatal Fury is pretty much the same thing lol

Aside from resets like you mentioned which are cool, resource management is also one way to facilitate expression, specifically something like Drive in SF6. Because there's a real drawback to running out, a lot can be said about a player depending on how conservative or not they are with it.
