I think the start of a satisfying answer is provided by Halvorson toward the end of this paper: arxiv.org/abs/quant-ph...
He privileges the observables in local algebras A(O), O bounded, but notes these can be arbitrarily close (in expectation value) to observables that are *not* in such algebras.

It's actually pretty confusing imo how the wave equations come about in the original analysis, which uses Mackey theory to produce irreps carried on a vector bundle over some group. It is possible to recognize that base as the positive mass shell, and get back to spacetime by Fourier.
