My anecdote is that teachers may use tutoring skills for advanced students (recognizing intuitive understanding). Tutors may use teaching for students who are struggling (go back to fundamentals).

As a teacher and tutor, I think fairly different skills, but the skills can exist in both roles. Teachers might recognize an opportunity and provide tutoring outside of the curriculum. Tutors might recognize missing fundamentals and suggest/teach specific curriculum.
