RIKELMAN, Circuit Judge. Forty-two million people, one out of every eight Americans, use monthly benefits from the federal Supplemental Nutrition Assistance Program (SNAP) to buy food for themselves and their families. On October 24, 2025, a few weeks into the current government shutdown, the United States Department of Agriculture (USDA), which administers SNAP funding on behalf of the federal government, announced it would not provide any funds for November SNAP benefits. The plaintiffs in this case - nonprofits, local governments, a union, and a food retailer -- sued to require USDA to provide full November benefits using SNAP contingency funds Congress had appropriated for this very purpose, as well as other funds available to USDA. The district court granted a temporary restraining order requiring the government to provide either full SNAP payments by November 3 or partial payments by November 5. The government elected to provide partial benefits. On Thursday, November 6, the district court determined that the government had failed to comply with the order because it did not provide partial payments in a timely manner; it thus ordered the full payment of SNAP funds for November. The government now asks us to stay that order in its entirety pending its appeal. We deny that request.

It's drive-thru facility can only be described as a terrifying murder tunnel, while online reviews include phrases like "some shady guy charged me a dollar to use the bathroom,' "a homeless guy stole another homeless guy's shoes" and "If you've ever said to yourself 'Hey I want to eat lunch in a dirty bus station...this place is for you!" There was a McDonald's a couple miles away that was selling Happy Meal toys stuffed full of heroin and it still got better reviews. But around the start of 2014, things went even further downhill, to the point that people started asking "Is this even a real Burger King at all?"

But it later emerged that the conference group had paid only a portion of the cost. After that report, a nonprofit group called the Foundation for Accountability and Civic Trust filed an ethics complaint. Matthew G. Whitaker, who held the position of acting attorney general during Mr. Trump's first term and now serves as the U.S. ambassador to NATO, once led the organization. A March letter from Qatari officials to the mayor's office shows that Qatar had paid more than $61,000 to bring Ms. Bowser and her team to Doha just before the conference. The mayor and her staff members traveled from there to Dubai, according to the TV station and the ethics complaint.

This week, the E.B.I. agent who was leading the investigation was fired by the Trump administration for having taken part in a criminal inquiry into President Trump's attempts to overturn the 2020 election. The public corruption unit inside the prosecutors' office that would typically be responsible for pushing the case forward has also been badly damaged by a series of dismissals and resignations stemming from Mr. Trump's efforts to seek revenge against Justice Department officials and his perceived enemies. It remains unclear how far the investigation into Ms. Bowser, a Democrat who has served as Washington's mayor since 2015, has advanced since it was opened. But the people familiar with the inquiry said it was based on potential violations of bribery or campaign finance laws. A spokesman for the U.S. attorney's office declined to comment.

Employees that were assigned as AI tutors were instructed to sign release forms granting XAI "a perpetual, worldwide, non-exclusive, sub-licensable, royalty-free license" to use, reproduce, and distribute their faces and voices, as part of a confidential program code-named "Project Skippy." The data would be used to train Ani, as well as Grok's other Al companions.

Each transaction earns the user "Coverd Cash" (the in-app sweepstakes currency), which can be used to buy tickets into Coverd's sweepstakes-style games, where players can win real money toward their bills, rent, or card balance. Users can also earn bonus "Coverd Cash" through promotions, referrals, or by buying "Practice Coins". The "Practice Coins" appear to be Coverd's primary source of revenue at the moment. They are kinda like microtransactions in video games. The user is spending real money (Coverd doesn't disclose on its website what "Practice Coins" cost, but I imagine they're sold as bundles for somewhere between $1 and $10 a pop) to acquire the game's fake currency, which, in the case of Coverd, can then be used for the chance to earn real money back. Anyway, if this feels pointless and bizarre and depressing to you, I would have to agree. According to the Co-founder and CEO of Coverd, the point of the product isn't to help users spend less money or save money, but rather to make spending more exciting: We didn't build Coverd to help people inhibit their spending; we built it to make spending exciting. We let spenders win twice - the second time is when they play it back and win. Our users want immediacy and upside. In addition to dislikes, the company says it's testing a mix of ranking updates, design changes, and other feedback tools to improve the conversations on its network. This includes a new system that will map out the "social neighborhoods" on Bluesky, meaning the connections between people who often interact and reply to one another. Bluesky says it's prioritizing replies from people "closer to your neighborhood," to make conversations you're shown in your feed more relevant and familiar. The new "dislikes" may have some influence here, as well, Bluesky says.
