They don't at all. They have already brokered deals that exclude and take over for the US. They aren't even going to start talks with the US until May, and those might be focused on what the US can do for in Canada if Liberals keep power. The world has moved on and are working together. We are lost.

It's all a way to confuse and test the judicial system. They are all one entity if they all only act upon Trump's orders, which all fall under one system, the executive branch. Don't buy the bullshit.
