From what I'e gathered from people who think this,:it seems to be because they think politicians (especially the GOP) constantly taking money out of social security to fund other stuff while doing little to replenish the money, ergo in the course of decades it will run out

Perhaps not, though much of this conversation is rooted in people arguing that they are ultimately feeling an economic squeeze, whether that's from inflation, loss of purchasing power, stagnating wages, or certain goods necessary for household formation becoming expensive

As a FYI, the "instill fear" element in assault in most jurisdictions usually means "cause the victim to be aware of" rather than "leave victim quakin' in their boots" (and typically comes up in civil lawsuits for assault rather than criminal)
