Here is a hell of a catch-22 from Hendrix's denial of a TRO. Detainees have to file via Habeas. Government agrees to give hearings for Habeas, which means anyone who so files is outside of the class needing relief, which are the people who would file Habeas but don't have time or knowledge to do so

Have you ever heard of lab accident due to dry picric? I think the concern is a bit exaggerated. Read about how picric was handled in early 1900s weapons manufacture: dried by the ton, broken, sieved, ground, melted, drilled, etc. Some accidents yes the stuff is just not that titchy...
