There certainly are better ways to measure this. But sadly I don't see any serious discussion about changing the metric here. And to be fair, maybe thats a discussion that should've been held years ago when there was no serious threat on the horizon...

I get your point, however the problem with Scholz is not what metric to use assess defense spending but that he (and most of his party; with notable exceptions) has made it very clear, that he doesn't want to talk about defense aka doesn't feel a necessity to change anything.
