Over the last two years the EBU hasn't excluded Israel because countries didn't actually threaten to leave. In the past week, five have done so - close to the number that got Russia removed in 2022.

This all smells like different parts of the administration trying to make policy out of the ravings of a demented malignant narcissist. Might be Ukraine should just ignore this plan and point to one of the others as the plan they wanted.
