The ISF’s first mission should not be disarmament. Fidan says the top priority must be separating Israeli and Palestinian forces along the yellow line to prevent renewed war. Decommissioning arms comes after Israel stops daily attacks on Palestinians. 4. “ISF cannot be expected to do what Israel’s military has failed to do.” He stresses the ISF should not be tasked with the impossible objective of disarmament on day one. 5. After securing the border, internal governance must be restored. Fidan lists several details: • establish a non-Hamas police force • restore Palestinian administration • allow humanitarian aid to flow freely • normalize civilian life Only then can disarmament be addressed. 6. Turkey, Qatar, Egypt, and regional states will enforce the agreement. He argues regional signatories — not just foreign troops — will ensure compliance from all sides. 7.If Israel follows the deal “to the letter,” Hamas will have no space to deviate. Fidan says enforcement must apply equally, and deviations are possible if Israel breaks the agreement first.
