yeah, the behavior of the admin settings is inconsistent between the two settings
1) If "gender" is unchecked the gender option appears on myaccount.google.com/profile but with the "lock" icon and can't be edited
2) If "pronouns" is unchecked, the pronouns setting just doesn't appear at all.

This is what the admin control panel looks like -- I think your Workspace admin has this setting disabled (mine was disabled by default, I think).
