LGUs can readily relocate 2% of their annual budgets and install a strong enough rooftop solar set with a guaranteed payback within 2 years. It makes total sense, financially, socially, and environmentally.

Shandong, one of the major coal consumers in China, is cutting its emissions by shifting to renewables.
