It’s an automatic theodolite. It’s for monitoring settlement / movement for key points in the station, I’m assuming as a result of Ontario line construction.
It spins around to shine at pre determined station points (little receptors). Basically to check if stuff is settling due to digging.

pretty sure NYC does that; you can just look up someone's outstanding fines / fine history by plate.

Genuinely curious if municipalities would leave them on as monitoring devices, but don't hand out tickets, then just constantly publish information about how fast everyone is speeding to prove the point. "Yesterday we saw someone driving 135 on Parkside", then do the same day after day after day.
