It's like Orwell's 1984, where they keep changing the name of the enemy back and forth. It isn't supposed to make sense because that would imply he knew what he was doing.

only have to work 6day wks, 16 hours days so they have8 hours 2 eat & sleep. Who cares if they complain? Keep their wages and deport them. They make an outrageous sum of money $100a day 600a week w/ deductions per wk-- 200 4 food, 200 w/4 to a rm--100 uniform rental w/net after tax of 33.50

oddly, the people who fly this rectagular banner are flying the 2nd Confederate naval jack which flew on the jackstay in the bow. The Confederates had lots of different flags.
