Re: UCP use of s.33 Charter Notwithstanding clause. They decided they couldn't meet the s.1 test, especially "demonstrably justified in a free and democratic society"(see below), so resorted to s.33.

Re: UCP use of s.33 Charter Notwithstanding clause. They decided they couldn't meet the s.1 test, especially "demonstrably justified in a free and democratic society"(see below), so resorted to s.33.

Here is the letter sent by Anthony Heffernan's parents to the prosecutor hired by Calgary Police Service to prosecute the 2 remaining officers who hadn't escaped discipline by retirement & who dropped the charges.
