At no point did I argue against publications.

As we many things work should be compensated and it makes no sense that, take Relx for example, can have £1.8billion profit, yet doesn't pay experts for their knowledge and instead expect the unis to cover it for what amounts to exposure for artists.

Not anymore and institutions are always evaluated on their impact. I'm not arguing against publications.

It's never been part of my job description when I was expected to publish. Maybe it should be, but vs everything else it doesn't benefit the institution at all.

So uni is expected to pay for publishing or to access publishing yet also expected to pay for staff time to do labour for the publishers?

Many reasons for people not reviewing, not limited to:
- Unpaid labour, journals with charge £1000's yet reviewers work for free,
- Bombardment from irrelevant journals with low quality papers,
- Certain journals just ignore reviews and publish bad work anyway,
- TIME, paid work takes priority

Nothing unusual tbf. I think its similar to many places, just the apparent lack of awareness from those at the top of everyone that works for them. Gawd forbid they save money by the most highly paid people taking a voluntary pay decrease.
