Watered down wall filler, painted on. Blast it with a hairdryer till it's touch dry and that pat it all over with a piece of foam for texture.

I've seen lots of people do that with Mordheim boards, and considered it myself - however, I'm not sure it looks right. I don't really know what it's meant to represent in a real-feeling medieval city. The only way I see it working is if you're depicting deep open drains / canals across the board.

I'm thinking of Pendraken myself - I really love the period, but I just don't have the space to do the sort of battles that were fought in 28mm (the club basically has 6x4 tables, and I'd need 10x6!)

I don't think so - it's either fully 3d printed, or MDF as far as I can tell.
