The quote was not Seamus Heaney. It is attributed (probably wrongly) to Mark Twain. Heaney did allude to it, if somewhat more eloquently:

Harry Evans left the Sunday Times in 1981. I was never a fan of Andrew Neil. So the best liberal Sunday at that time was probably the Mail on Sunday under Stewart Steven which backed the SDP/Liberals and went from 1m to 2m sales in the decade—and was a very different newspaper to what is has become.
