Festivals are underfunded. If passion isn't a reason for being underpaid, you're just hiring an incompetent who doesn't care about film.
Programmers will end up doing most marketing/development/logistics anyway.

There is something so aesthetically intrusive about logo reels on experimental shorts. Do funding bodies similarly expect such bugs to be applied to more physical artworks?
