Everyone says 'growth pays for growth'. But nobody's explained yet the mechanism for excluding incumbent residents from all the infrastructure, schools, community centres etc that the development charges pay for.

Because 'growth pays for growth' is politically palatable horseshit.

Also, more specifically in my field: streetcars in the US were already collapsing before the General Motors conspiracy; they were loss leaders for for-sale development (as in LA) or had been killed by populist city governments (as in New York) and were in decrepit conditions after the war.
