According to the letter I received on September 29th, prior to the shutdown, the One Big Beautiful Bill cut everyone receiving SNAP who was able to work, but didn't, off of SNAP, effective November 1.

They don't want to do that because the One Big Beautiful Bill cut SNAP for millions of people, and those provisions go into effect on November 1st.

The letter I received on September 29th (prior to the shutdown) stated that there would be people thrown off SNAP due to provisions from the One Big Beautiful Bill going into effect, on November 1st.
