We know, at minimum, Oak Bay PD operates with like 10 guys armed with whiffle bats, and it's not like there's a magical barrier around Foul Bay that criminals are repelled by or whatever the hell.

I'd also suggest that the province hasn't pursued the recommendation of the Special Committee on Reforming the Police Act to pursue an amalgamated Greater Vic force, which would be much fairer for redistributing the tax burden of what is currently a disproportionate per capita policing body.

I don't think it's overly simplistic to point out that the largest cost overruns in the City's finances are coming from one department, and if the City really wants a property tax freeze, it is incumbent on that department to absorb a freeze as well.

I don't recollect this Council losing, as I don't recollect them trying to introduce a freeze, let alone a cut, to VicPD. Happy to be corrected on that.
I would also point out that the special Community Safety and Wellbeing plan was over and above the annual budget. That was all Council.

No, it's both. The City sets the budget. The police board can appeal to the director who is a provincial appointee, but it starts with the City.

These provisions are intended to ensure a minimum standard of policing is being met, not to allow a blank cheque for cops cashing in on $200,000/year OT because they realized protests are bankable.
It's high time the Solicitor General and the BC NDP explained why they aren't amending the Police Act.
