At some point they're going to have to make a separate list that ranks the non-Pr teams or something, because Tulane that's lost to UTSA is certainly a choice over JMU or UNT that have only lost to trans that were ranked at the time.

Blame the federal government that fast-tracked a procurement for no real reason aside from claiming that it was an emergency, long before you blame the guy that just used it to sell some Tahoes from his auto group.
